In 2012, the City of Calgary initiated an urban design study to guide the redevelopment and enhancement of the public realm within the Civic District to create great public spaces and better connect people and places.
Centered around Olympic Plaza, the Municipal Building complex, and the New Central Library, and generally bound by Centre Street South, the Bow River, the CP rail lines, and the East Village, the Civic District will be Calgary’s focal point for civic pride. The District encompasses many of Calgary’s most established and visited cultural institutions including Arts Commons, the Glenbow Museum and the Telus Convention Centre. This density of cultural institutions makes the Civic District a welcoming destination for citizens and visitors alike.
The Civic District Public Realm Strategy is a comprehensive and performative urban design tool that aligns with and builds on existing City of Calgary planning documents and policies in order to help guide private and public development in the Civic District, the cultural heart of Calgary’s Centre City, towards a more vibrant future. The project involved an exhaustive analysis of existing policy documents, the development and implementation of a stakeholder engagement strategy as a means of building broad based support for the project.
In order to guide and prioritize public realm improvements within the Civic District in more detail and with greater precision, ten public realm strategies were developed. Each of these ten strategies is connected to existing documents and policies and is tailored in response to specific stakeholder comments. Each strategy is described through a set of Principles, Public Realm Criteria, and Actions to be prioritized and implemented as opportunities arise through public and private development initiatives.
